[Rest] PROPOSE:REST-teleconf: 09.04.23 or 09.04.24

unfortunately 23rd 11GMT doesn't work for me,
so I would prefer the 24th 11 GMT
or if 24th is not good, I can make the 23rd but starting at 12GMT
