[Rest] ANNOUNCE: REST teleconf on Apr 24th

I am announcing the teleconference for REST design team
according to the feedback I received. It looks like the 24th
is preferable by most..

Below is a proposed agenda, please tell me if there are things
people feel like we should discuss. Also I will need to reconfirm
with Jason if the bridge is still valid, will let you know if there is
any change.

2. Discussion of outstanding issues
    - Keeping it simple
    - Want to make sure design team agree with the consensus
       of the WG from IETF74.
