[Rest] Draft Minutes: BLISS-REST 2009.02.20

Apologies for not being able to make it to the call. It was at a bad time and I made a mistake it calculating from GMT to local time and so could not respond earlier.

Will be available for the next call. Since all the participants are either in Europe and Asia, can we move it earlier that currently scheduled time of 1400 GMT?
